Mumbai, 5th November 2026: The Maharashtra cabinet approved 12 decisions at its meeting on Wednesday, 4 November, chaired by Chief Minister Devendra Fadnavis. They range from a discount on pending traffic fines to higher allowances for students in backward-class hostels.

The full list was published by Pudhari, and UNI also reported the 12 approvals. Here is what each decision means.

Traffic fines: Challan Abhay Yojana 2026

The Home Department’s Maharashtra Traffic Police Challan Abhay Yojana-2026 gives up to 20% off pending compoundable e-challans. It runs in three phases, including a 20% early-payment discount on new challans paid within 45 days.

Our detailed explainer on the Challan Abhay Yojana 2026 lists the date ranges for each phase.

Higher allowance for students in OBC and VJNT hostels

The OBC Bahujan Welfare Department will more than double the monthly subsistence allowance for students in government hostels for Other Backward Classes, Vimukta Jati and Nomadic Tribes, and Special Backward Category students.

  • Students in divisional-level hostels: ₹1,500 a month.
  • Students in district-headquarters hostels: ₹1,300 a month.

The allowance covers students’ daily expenses. Divisional hostels include those in Pune.

Government directors on big cooperative boards

Cooperative societies with an annual turnover above ₹500 crore will get five government-nominated members on their boards. One will be a government officer not below the rank of Assistant Registrar, without a vote. The other four will be experts in the society’s field, with voting rights, but they cannot contest office-bearer posts.

District Central Cooperative Banks are excluded. A new proviso is being added to Section 73AA(2) of the Maharashtra Co-operative Societies Act, 1960.

In a related decision, administrators will not be appointed to 18 cooperative societies whose terms have expired or whose elections were postponed because of drought.

The other decisions

  • Veterinary interns: Higher internship allowance for final-year students of the Maharashtra Animal and Fishery Sciences University, to encourage rural service.
  • Palghar: Three gram nyayalayas (village courts) at Talasari, Mokhada and Vikramgad, with 15 posts.
  • Nanded: A regular Senior Division Civil Judge court at Mukhed.
  • Nagpur district: 1 hectare 86 are of land to the Bidgaon Tarodi (Khurd) Pandhurna nagar panchayat for an administrative building.
  • Gondia: Free conversion of auctioned or leased housing plots to Class-1 tenure.
  • Mumbai: Stamp duty waiver for the Siddhivinayak Ganpati Temple Trust’s purchase of the Ram Mansion building, for devotee facilities.
  • Higher education: The tenure and age limit for the Chancellor of Hyderabad (Sind) National College University in Mumbai is removed, and Vice-Chancellors can be reappointed.
  • Agriculture: An international agriculture facility centre at Dabha, on the land of Dr Panjabrao Deshmukh Krishi Vidyapeeth’s Nagpur college, with a project cost of ₹644.63 crore.

What it means for Pune

The challan discount is the decision most Pune residents will feel directly, given the large number of pending e-challans in the city. Pune’s large cooperative banks and dairies with turnover above ₹500 crore, excluding district central banks, will also see the new board rule apply.

Government resolutions with full details are expected in the coming days. We will update this report as they are issued. Read more Maharashtra news on Puneri Pages.
